Manual Bulk Import in Eloqua with Data import priority

Hi,

We need to do some data patch for Eloqua records but there's currently a data import priority set. As per the official eloqua document, data priority rules doesn't apply for manual updates in contact records ( https://docs.oracle.com/en/cloud/saas/marketing/eloqua-user/Help/DataImportExport/DataImportPriority.htm).

Does this include manual bulk import in Eloqua? So if the eloqua admin manually imports data directly in Eloqua, the contacts will be successfully updated and no need to change/update the existing data priority rules? Thank you.
