Salary Basis Rate based Values Defined by Criteria is not defaulting if loaded via HDL

Content (please ensure you mask any confidential information):

We have Rate Based Salary Basis set up, one of the Rate is Derived based on Values Defined by Criteria. Expected to default a flat amount based on Grade and Grade Step.

Defaulting is working fine if we enter or update new salary from Compensation Info UI.

Same is not working if load salary using HDL

ComputeSalaryRates flag is set to 'Y'

Is this a bug with HDL or we are missing something here.
