Can we enable the site level option for the DEFAULT_ORG_ID profile option?

Summary:

We want to set a default site wide BU for the DEFAULT_ORG_ID profile option. It's a bit frustrating to have to remember to add new employees to this area since it exists outside of security and only applicable to our AR or AP employees.
