Conversion of Not Managed By HR system person type to an Employee

Not Manged by HR records are not visible in ORC. But when we use ex-contingent profile / external profile to convert into a employee, the conversion process is not happening correctly

Content (please ensure you mask any confidential information):

We have a scenario where we would like to convert Not Managed by HR system person type and merge the external profile. And if we do this process the HR has to put it the entire assignment, salary, compensation information into the employee record which we wanted to avoid.

And if we have a ex-contingent profile and process it sometimes it is visible under Add pending worker and if we redo the same process it is visible under Manage Job Offer and duplicate check is not working as expected.
