Home page Announcement image not displaying same as Card Preview

When drafting a new Announcement via Tools>Announcements, the preview for the Announcement image does not display the same on the home page.

To replicate the issue:
- Tools>Announcements>Create
- Upload an image via File>Upload
- Review the image shown in Card Preview
- Select Save and Close
- Review announcement on home page

Image displayed on home page - why does it display with different colouring?
