Can I apply BPA when creating a PO? Can BPA only be applied when creating PR?

There is a business situation where users do not need to create a purchase request, they will create a PO directly and want to apply BPA to automatically bring out price information. Seems there's no place to choose a BPA and the Agreement field is not editable when creating a PO.
