Changing the fast formula logic

Hi all,

We are looking to change this formula to allow users to have max 2 Volunteers days per financial year. Financial year runs from 1-April to 31-Mar for any year. Except for 2022 and 2023 it started on 01-01-22 and ended on 31-03-2023. Although payroll team suggests this formula was working correctly with 1 day, it looks like it allowed users to submit multiple requests for volunteer days within a year. Can you please help me identify the issue and advise how can we enhance this code and restrict max 2 volunteer days per employee per year.
