Budget next year consumption

Summary:

Hi all,

We need to setup a process where managers can assign bonus to employees related to this year and also to next years. The bonus assigned this year should consume the budget of this year (this year compensation cycle). The bonus assigned for next years should consume next years budgets (related to new cycles). Did you ever achieve this type of requirement? Do you have any suggestion?
