Purchase Order Creation from RFQ with Line QTY Less than PR Line QTY

Purchase Requisition with Line quantity for Ex : Line 1 QTY = 100

Purchase Requisition was Processed to RFQ and by Using option for Full Qty responses received from supplier with Partial QTY

Ex: Supplier Respond Line 1 QTY = 80

After awarding is approved when trying to Complete award by initiating a Purchase order from award warning massage appear as following as Line can't be split due to Budget reservation on Purchase Requisition.

"Quantities are split for these lines under budgetary control you won't be able to create purchasing documents. do you want to continue?"

Is there any way to bypass this massage and get Purchase order as this is very crucial limitation as mostly all Purchase Requisitions is subjected to GL or Project Budget.
