Missing Applicants on Requisition

Randomly, our recruiters have noticed new applicants are not visible on requisitions under the Active filter. The active list is capped at 15 even if there are over 15 applicants who are new. Users can see the applicants once the filter is removed, but the applicants should show as active regardless. Has this issue occurred to anyone else, and if so what were the actions to resolve going forward? Issue has been occurring since 23B
