Launch DB Actions give error 503 Service Unavailable: Unsupported or unrecognized SSL message

Summary:

In my Always Free Autonomous Database I try to launch DB Actions and get the error above. This also happens when I try to launch APEX.

It worked fine yesterday and has worked fine a long time. Only this morning it started to give the above error. I've not changed anything?
