Count Time Cards Approved by Worker

This criteria
returns 11 time cards. When I swap the "Processed Time Card Details"."Time Card Start Time" column to use the Aggregate Function Count like so:
COUNT("Processed Time Card Details"."Time Card Start Time")
The result set returns 112 and not 11 as shown below:
How do I get a count of the rows to be 11?
