First pay Period of Year starts with 2 instead of 1

I'm trying to figure out why every 5 years or so, our Time Periods are starting at 2, instead of 1. I have looked at the setup and can't see anything that would affect this, and it is causing issues with some of our FFs. Anyone have any insight, please? :)
