Tax Classification code unavailable in Manage Expense Report Templates

Tax Classification code LOV is empty in Expense Item entry under Manage Expense Report Templates task

Tax Rates are unavailable under the Manage Expense Report Templates task, but when we try to complete the Tax Code in the Create Expense Item page, it shows all the codes. Is there any setup missing or any reason why it shows up in one page and not the other? We already validate that tax rates are checked to be used in Expenses module
