Object Defaulting rule written on Assigned Payroll not working via HDL or REST API

Summary:

We have a requirement to default payroll definition based on legal entity and person type on actions like Hire an employee and Add Pending worker. I have attached the code written which works as expected when the transactions are done through UI. When we are trying to hire an employee/create an employee through HDL or REST API, payroll definition is not getting defaulted. The oracle document does not mention any such exceptions in Assigned payroll object. Has anyone faced similar issue. Can payroll definition be defaulted through HDL/REST API
