Reorder prescreening questions with "no response" type question

I am trying to re-order prescreening questions to have one with "no response" type on the top, but this is not working, even it has been updated last.

I am trying to re-order prescreening questions to have one with "no response" type question on the top, but this is not working even it has been updated last. Another question with "single choice" type is showing up on the top, although it has been updated earlier. All the questions are "Prescreening Question Added Automatically" in Question Classification, and all are for internal candidates.
