Move to HR Status is not moving the candidates to pending worker

Move to HR Status is not moving the candidates to the pending worker instead it's placing them in manage job offer and have to click add the pending worker. Is this expected? We have been using it for the past 2 months and never noticed this issue before. It used to flow to pending worker without issues.
