How to display a message on the top

Hi,

I want display a message on the top screen.

Multiple companies plan to use the same ledger. Once the calendar is temporarily open, it will need to be shared with each company. So I should display a message such as "Do not enter journal entries in this period."

If you know how to set it up, please let me know.

Oracleのトップ画面にそのようなお知らせを随時表示したいのですが、設定方法をご存じの方がいらっしゃいましたら教えていただきたいです。
