Mass Update 'Assigned To' Value not populating in HR Help Desk (HRHD)

I enabled Mass Update feature for HR Help Desk Agents as per 23C release in order to bulk assign SRs from one HRHD Agent to another HRHD Agent. I selected few SRs using checkbox and Clicked on Update. In the Mass update screen, I selected field as 'Assigned To' and when I tried selecting the value, the Agent list is not showing up. Not sure what am I missing here. PFA the screenshot.
