How to edit questionnaires on templates?

HDL load of templates which creates new questionnaires for that template. Team does not have ability to edit.

Hi,

As part of our transition from Taleo to ORC, we asked out development partners to do an HDL load of all requisition templates associated with the job codes. Fast forward to today, where our recruiting team cannot edit the existing questionnaire on the req template. The user has the ability to Create and Add, but not Edit or Remove. Has this happened before with clients loading requisition templates? If so, is there a way to edit the questionnaire besides creating a whole new questionnaire and req template?
