I want to ensure that, within the provided 3,000 OCPU hours and 18,000 GB hours per month, the system automatically limits resource consumption to avoid accidental charges. Specifically, I'm interested in knowing if this auto-throttling feature is exclusive to the Free Tier, preventing any usage beyond the allocated resources without incurring additional costs.

My aim is to utilize the Free Tier resources for development and testing purposes without the risk of unintended charges due to exceeding the predefined limits. Understanding the behavior of these instances within the Free Tier boundaries is crucial to avoid any unexpected costs while exploring the capabilities of the Ampere A1 Compute instances."
