Invoice Print Template criterias

Summary:

I would like to have 2 different criteria for Invoice Print Template

Content (please ensure you mask any confidential information):

If I have only criteria like <?when: ORG_NAME = BU_1 AND SHIP_TO_STATE = 'VA'?> template 1 it works perfectly when I have the state 'VA' in the invoice.

However, if I create

<?when:  ORG_NAME= 'BU_1’ AND SHIP_TO_STATE = 'VA'?> template 1

and

<?when:  ORG_NAME= 'BU_1’ AND SHIP_TO_STATE <> 'VA ?>' template 2

Then another template with ORG_NAME= 'BU_1’ AND SHIP_TO_STATE <> 'VA' I have error to print all invoices
