How to fetch PREVIOUS Grade and Grade Step using BIP?

I need to pull the latest previous Grade/Grade Step in a single row because we don't need to back track all the changes on their Grade/Grade Step. How to construct the BIP report using SQL? Please see below example. I'd like to fetch the row 3 only.
