Revert candidate to 'Active' from 'New - Rejected by Employer' in CSP (New Phase)

Summary:

 We have a candidate that was selected for a role and instead of clicking Move to Job Offer accidently rejected by employer was selected. The candidate was in the New, to be reviewed phase and state before being moved to rejected. When attempted to move back to the prior state, we received this error message and not able to take action:

LifecycleAMImpl.getCurrentState()| Context current state differs from lifecycle instance.Context current State Id==1004. Lifecycle does not contain any active state.

But the candidate was initially placed in 'To be Reviewed' state when applied to job requisition. Has anyone seem this error recently/before, Can you share any suggestions/expert advise on how to resolve this case.
