Oracle Cloud Fusion License Usage Metrics report

Summary:

Oracle provides Service Usage Metrics Drill Through report with information for subscribed (per contract) and assigned (Authorized User Quantity) licenses with details to service (SKU), user login, privilege and role. While this is very useful information, report doesn't show actual usage of assigned licenses (services), meaning how many users are actively engaging with the system and performing specific tasks under the privileges/roles granted. For example, role (with proper privileges) can be assigned to a user, but that person never uses it. What options do I have available to get visibility to actual consumption of assigned privileges/roles/licenses to a user? Ultimately, I am looking to optimize license model using historical usage trend as one of the
