Where can I update the Personal Flag for Contact Details?

Summary:

Spouse is not showing up as a dependent when enrolling in Medical, Dental, and Vision but the child is. I ran the Person Benefits Diagnostic Report and noticed that the Contact Details Personal Flag for the Spouse and Employee are set to 'N' and I think that may be causing the issue. I have looked everywhere in the UI to see if I could update the flag but no luck.
