How to configure internal movement approvals?

Hello,
We are looking to build approvals into the system for internal movements (i.e. promotions, inter-company transfers, internal transfers, etc.).
Currently, we have approvals configured for new hires/rehires for job requisitions and offer letters to ensure the appropriate management level is overseeing the recruitment activity within the company.
Now, we would like to be able to build an approval hierarchy for internal movements as well.
For example,
- Employee applies to internal job posting which would be considered a promotion (i.e. hourly to salary position)
- Recruitment team approves employee's suitability for the new job
- Promotion activity is routed to appropriate approval level(s) before recruiter can process the job change in hiring
