Can Not Edit Order Approval Rule When Use EFF

Summary:

Hello Experts,

I have set up an approval rule. The rule contains BU, Order type, Order change version and an EFF. I have defined two phased approval rule,

1. If the specific BU, Order type are chosen and the change version number of sales order is 1 the sales order will be assign to an individual,
2. If a checkbox on the sales order line additional information area is checked, the sales order approval process will be activated.

I was not able to edit rule after defining, then I check the Application Administrator, Application Implementation Consultant roles configurations then I could edit.
