W-2 Document Delivery Preference doesn't appear for editing

Summary: We have a terminated employee whose W-2 document delivery preference does not appear and will not allow editing. How do we make that appear to allow editing? I don't believe it has to do with the termination because the W-2 option appears for other terminated employees.
