Limit access to Performance Goals

We are looking to Limit access to Performance Goals only to the Line Manager for Subordinates.

We removed "Manage Performance Goal by Worker" from our Employee role and employees can no longer access their own performance goals.
Line Managers can still access their subordinate goals and can also access their own goals.
As a test, removing the "Manage Performance Goal by Manager" role from the Line Manager role does remove the access to the line manager for their own goals but also removes their access to subordinate goals.
How can we set line managers to have access only to their subordinates an not their own goals?
