Sales order approval based on bill to address

'PMI Foods' have below requirement:

• Sales order should go for approval if it is sold to a customer in a specific country which can be identified by the country value available in 'Bill-To' address.

We reviewed the SO approval rule conditions but could not find any attribute for it. Please let us know if this can be achieved.
