Restrict Recruiting agency to add a candidate

We have a requirement to restrict the recruiting agency to add the candidates individual profiles without having an invite for an RRF.

i.e Agencies should add the candidates only if they have RRF Invitation.

Can we add an extra field on the candidate creation page to input the RRF Number and validate on the RRF Number??

Any possible solution to achieve the above
