Do Landed cost simulator requires Descartes subscription to show landed cost

While performing show landed cost in landed cost simulator, it throws below error. As per oracle support, the descartes or external subscription is required to use landed cost simulator.

Is it so ? Please confirm me.

Error : HTTP Failure on https://services.content.descartes.com/api/globaltariffs/landedcost/OracleGTMRequest_v2/?format=xml: 500
