Error in the Salary tab when creating Offer in the Recruiting

Hello,

After updating the 23D release, we started to have a recruitment error at the stage of creating a Salary Offer for the candidate, as shown in the attached step-by-step instructions:

Error message:

"the salary element entry wasn't created. the team member doesn't meet eligibility requirements for the salary basis element or element eligibility isn't defined. (cmp-1005344)"

This error happens for all candidates

The "Configure Legislation for Human Resource" is duly active for the Pending Worker options.
