Credit Case Folders get created upon Freight Update

Hi,

For a few sales orders, the credit case folders are getting created upon freight charges update in the order.

The freight charges are updated through the integration and we are setting the PreCreditCheckedFlag" set to "True through the integration hence the orders should not create case folders.

But we can see that a few orders the cases folders are creating upon freight update. How can we stop creating credit cases upon updating the freight charges?
