Visibility issue when acting as a proxy

Hello experts,
in compensation plan HR users act as line managers proxy.
However, when acting as proxy the HR will see in compensation plan all employees who are line manager direct and indirect reports. If some of these reports are not included in the HR person security profile will they be visible in compensation plan? If not, how can we hide these employees to HR visibility when acting as a proxy?
Is there a way to prevent the HR to see employees whose compensation data shouldn't be seen?
For example, HR user should only see German employees. However, if the HR act as a German line manager having employees of other countries the HR user can see them when acting as a German manager proxy. Can we hide other countries employees when the HR act as a proxy?
