Can we assign a Journey to a current and future manager?

We have a requirement for an internal appointments journey that has tasks for an employees current manager (to collect assets) and the future manager (to arrange an induction).

I have a working example using an Enterprise Onboarding template, where 1 steps allocation criteria "Checklist manually allocated or record created or approved" for the current manager and the another step is allocated "when the action record becomes effective" for the future manager. However as far as I can see Enterprise Onboarding journeys can only be triggered by 1 action. Our HR teams could use a combination of Actions and Action Reasons to enter an internal appointment.
