Coverage order line is not getting imported?

Summary:

We are trying to create a sales order with service item line where we want to cover a sales order line on different sales order which is in Awaiting Shipping or not closed yet but we are getting the below error:

Sales Order : 544 (Shipped)

Service Order Payload : Referencing Source Transaction Id & Source Line ID for Sales Order 544 but getting below error : SourceTransactionLineNumber 1, SourceScheduleNumber 1: The coverage line is not valid. Make sure it covers an order line that is closed, and that this order line resides in earlier sales order.

We have a requirement where we can get an add on request for the existing order which is not shipped or billed.
