How to tie the costing of payments liability to the payroll cost liability?

Our client needs the payroll costing to be accurately reflected at both the company (segment 1) and facility (segment 3) segment levels on the balance sheet. Specifically, we are looking to ensure that the journal entry for the credit side, which initiates the payroll liability, is allocated at both company and facility levels. We believe this might be possible by adjusting the offset costing settings on the earnings element, particularly by not setting a default for the company and facility segments.
