Career Development Goals and Global Transfers - has anyone moved them to the active assignment?

Looking for a way to move Development Goals to the active assignment after a Global Transfer

Our organization ensures that workers with active assignments have 2 development goals that are active with a target completion date of 3/1 of current year or greater through a BIP report/ burst process.

Our issue is when worker's have a global transfer, the goals still appear active in the UI but are assigned to their inactive assignment/ previous assignment number. This is causing confusion for leaders as they receive the message that their worker needs to have 2 development goal with the criteria above, they look in the UI and it appears like they do.
