What is the privilege for Recruiting Feature Configuration Report

Summary:

This feature will work for Recruiting Administrators only. We are getting Remote Region Error when only Recruiting Administrator role or a custom role or custom data role is assigned to any user, But this error will not get if user have Application Administrator kind of higher roles.

What is the privilege (not mentioned in 23D feature list) that provides access to this configuration report and whether this privilege can be assigned to custom roles ?
