Retro Costing process goes back earlier than Process Start Date MCS

I have a situation for this scenario below:
We used data below:
Pay Date: 10/13/23
Pay Period Start Date: 09/17/23
Pay Period End Date: 09/30/23
I have an employee that has Retro Costing activity back to 9/5/2021.
I ran the Calculate Retroactive Process with a Start Date: 10/30/2022.
When I ran the Payroll Costing Report, it shows transaction showing dates to 9/5/2021.
When choosing a Start Date in the Calculate Retroactive Process, in the PCR, does that date reflect the Period Start Date, Process Date or Accounting Date?
