Journal Approval Notification not showing all Approvers

Summary: GL As part of GL Journal Approval we are using Approval Groups. In an Approval Group we have 3 users to whom the notification will route to. But when user clicks on in-app notification and View Approvals they are not able to see all the approver names.

Scenarios: For backdated (i.e., previous month) Journals we have 2 approval level i.e., Primary and Secondary. When Preparer creates an Journal and submit for approval it will go to Primary Approver. At this stage when Approver try to see View Approvals it shows Primary Approver correct but the secondary level we only see 2 users. Once the Primary Approver Approves then we can see all 3 users from Secondary Level.
