Welcome email not getting triggered to pending workers

Summary:

Welcome email is not getting triggered to pending workers to access the application to complete the pre boarding process.

Note that the email address is personal id as it still a pending worker at this state.

I have enabled all the template under user categories (security console), enabled the profile options to 'Y' for both the below:

ORA_PER_CHECKLIST_NOTIFY_HOME_EMAIL

ORA_PER_USER_ACCOUNT_NOTIFY_HOME_EMAIL.
