Succession Plan Implementation With Redwood Pages

We are implementing Succession Plan with redwood page and our requirement is that only HR Specialist should be able to add development goals to the employees individually and employee should have read only access to their development goals.

Below are the issues which we are facing:


1) Currently HR specialist is able to add the goals through Mass assignment process in redwood pages and not able to assign development goal individually in the task Development Goal (redwood page) My Client Group> Career Development> Development Goal and through person spotlight as career development is replaced by Goal Center. Are there any additional steps so that HR Specialist should be able to add Development Goals individually to employee.
