"Your account upgrade is in progress." for a year now

Summary:

Nearly a year ago, I tried upgrading my cloud account from free tier to "Pay as you go", but it still states that the account upgrade is in progress. The credit card was charged directly after I started the upgrade process and the money was also directly reverted back. So not sure why it still says in progress for a year now (started the process February 2023)

Can someone from the Oracle team support here?
