Do not allow employees to Submit Leave if Attached plan is zero

Dear all
We have a new requirement to create new accrual plan for 15 days per year as front-loaded , we created accrual plan and leave type with negative balance unchecked , but when accrual balance reach to zero and again we tried to submit its only giving warning instead of error ,the warning is
"If you add this absence, your plan balance for the Work Remote Leave Plan plan will fall below the minimum limit. Continue anyway?" if we click yes it will continue ,
We have already annual leave vacation accrual plan which is working fine , am I missing some thing ,Below is the accrual configuration of the plan
