How to create a chart of account segment value set based on which we can enter only free text values

I am trying to associate a chart of account segment with a value set with Validation Type as "Format Only" so that I can enter free text values unlike the case with Independent value sets. However I get the error "Enter the required value attributes for the segment values. (GL-781789)". Does Oracle fusion allow us to create chart of account segment value sets in such a manner that we can enter free text or is it always mandatory to use the validation type as "Independent"
