GOP Error message

We have created an order from CPQ and even manual creation also fails with this error. During the scheduling, we are facing this error message.

Order promising can't schedule the fulfillment line because sourcing for the item isn't set up correctly. (DOO-2685281) Details: Make sure you correctly set up and assign your sourcing rule, and refresh the Order Promising server. For details, search for the Set Up Promising and Sourcing Rules for Order Management topic on Oracle Help Center.

However, sourcing rules are in place. I have tried to run a Refresh GOP, but it is going into "Warning" status, and the Collect Planning Data job is running for a long time. The sub-job "Load Master" is in a Paused status.
