Cannot See Balancing Segment In Manage Common Options for Payables and Purchasing

The following is the step by step that i am doing but something is not working

1. Setup Ledgers

2. Navigate to Manage Common Options for Payables and Purchasing

3. Try to setup a default liability account

When i try to select the primary balancing segment it does not display any value. The security option is not enabled on the value set and on the segment.

When i want to use the same account combination on general ledger the values are available

What can i do to solve this issue?
